Cannot be rated: the public repository contains no source code at all. At commit d121466 it holds only README.md, ROADMAP.md, CHANGELOG.md, CITATION files, LICENSE and a demo video plus GIF - ten files, no mod, no companion, no notebooks. The README says so directly under 'Release status': the demo was implemented and recorded locally, and software downloads and runnable assets are not available there yet. The README's own description reads like L1 at best ('modeled dynamics', 'hand-chosen readouts select and modulate scripted body programs', and a historical note that a trained readout performed far worse than a direct controller), with no plasticity claim anywhere - but a README is not evidence for a level. To settle L0 vs L1 a reader would need the promised Fabric mod and local neural companion source, and specifically the integration step that turns MaleCNS connectivity into neural activity: if membrane state is integrated under a stated neuron model it is L1, if annotated activity is mapped straight onto the scripted body programs it is L0.
